Payoneer for a Foreign-Owned US LLC: What Is Published

Payoneer's own unavailability page, at payoneer.com/information, is the page geo-blocked users are shown. It returned HTTP 403 to automated retrieval on September 1, 2026 and we have not read it directly.

Searching Payoneer's published resources produced compliance material rather than an eligibility list. What Payoneer describes is sanctions screening: transfers to sanctioned countries are blocked automatically, and payouts are screened against lists including OFAC, SDN, HMT, RES 1988, AQ and CFSP.

Payoneer also states that availability of cards and other products is subject to customer eligibility, that not all products are available in every jurisdiction in the same way, and that it does not guarantee the availability of any particular payment method.

That is a description of a process, not a list of countries. It tells you Payoneer screens. It does not tell you whether it will open an account for someone living where you live.

Etsy names sixteen countries whose sellers reach Etsy Payments through Payoneer rather than a local bank:

The starred countries are Argentina, Brazil, Chile, China, Egypt, Georgia, India, Japan, Kazakhstan, Pakistan, Peru, Serbia, South Korea, Thailand, Ukraine and the United Arab Emirates.

For a reader in India, Pakistan, Egypt, Ukraine, Brazil or the UAE, that is meaningful. It is a third party stating that Payoneer serves sellers there today.

It is also inference from another company's page rather than a Payoneer statement, and it covers one specific integration rather than Payoneer accounts generally. It is enough to be worth telling you. It is not enough for us to write "eligible" in an index cell, and we have not.

The obvious alternative is to assemble a country list from forum posts and competitor blog summaries, publish it, and look complete.

We are not going to. A list of that kind cannot be checked, degrades silently as policy changes, and is worth less than nothing to someone deciding where to spend two weeks of application effort. The compatibility index carries Payoneer as unknown across every row for the same reason.

Notably, several of the countries Etsy stars are the ones where Mercury and Relay both refuse: Pakistan, Ukraine, and for Relay also Nigeria. If Payoneer does serve those markets it matters more there than anywhere, which is precisely why guessing is the wrong move.

Can I use Payoneer to receive Etsy payouts from Pakistan? Etsy lists Pakistan among the countries whose sellers can accept Etsy Payments with a Payoneer Payment Account. That is Etsy's statement about the Etsy integration rather than Payoneer's about accounts generally.

Why does your index show question marks for Payoneer? Because we do not know, and a question mark is the accurate cell. Filling it from forum posts would make the table look better and be worth less.
