Can You Use These Providers From the UAE? September 2026
Quick answer
Mercury and Relay are both open to UAE-resident founders on published policy. Wise will not let you hold a balance. Everything gated on the entity is open.

Note that Relay tests citizenship as well as residence, for every owner. A UAE resident holding a passport from a country on Relay's list of 31 is outside its policy despite living in the UAE. That catches a lot of people in this corridor specifically, because the UAE's resident population is largely expatriate.

Wise. The UAE is not among the 79 territories where Wise says you may hold money:
"You can hold money in your account if you live in one of the following countries and territories:"
An inclusion list refuses by silence. Note the scope: that page governs holding money, and sending and receiving are covered separately, which we have not retrieved.
What works
Mercury and Relay are both open, subject to the citizenship point above. Stripe, Shopify Payments, Apple Developer and Google Play are all open because none tests residence. Upwork is open.
Etsy works through Payoneer. The UAE is one of the sixteen starred countries:
"Sellers in countries with * next to their names can accept Etsy Payments with a Payoneer Payment Account."
The question this row cannot answer
For most corridors in this index, the reason to form a US company is that the alternatives are worse: banking is closed at home, or payment processing is unavailable, or customers will not pay a local entity.
The UAE is not most corridors. It has functioning local banking, free-zone structures built for exactly this kind of business, and no personal income tax.
So the honest thing to say on a page selling US company formation is that the comparison is genuinely close here, and for many UAE-resident founders a free-zone entity is the better answer. Forming a US LLC adds a Form 5472 obligation, a state filing, a US compliance calendar and a second jurisdiction to explain to your bank.
Reasons a US entity may still win: US customers who prefer contracting with a US entity, access to US payment rails on US terms, an app-store or marketplace requirement, or a plan to raise from US investors.
Reasons it may not: you already have a functioning local structure, your customers do not care, and the annual compliance cost is real money for a business this size.

Payoneer. No published country list. Etsy's starring of the UAE is third-party evidence for that integration only.
Amazon. Login-gated. The 188-country figure dates from May 2021.
